What is the best encoder to create AVI files?

What is the best encoder to create AVI files? And of course use the Indeo, mjpeg and Cinepak codecs...

depends on you budget i guess, premiere and after effects are very good but also very expensive, VirtualDub is free and opensource and is great but just for really basic editing.

has enyone ever tried Jahshaka? it's suppose to be much like after effects but free and open source. i,d love to hear all ya,ll experiences
