NDI output not activating

I'm about to lose my mind, but I've tried everything twice..
I have a 3 output setup with a 4th virtual screen to send via ndi.
It's a PC running v6, all current NDI drivers. When I run the ndi monitor on a network computer it shows as available the 4 outputs for the graphics card itself, or the ndi test pattern if its running, but never the resolume output. I've tried every combination of enabling ndi, then turning the virtual screen to ndi but i just can't get resolume to put ANY ndi out... NDI inputs all working fine.
am i missing a setting??

yes local ndi monitor gets picture from test pattern or scan converter, even sees signal from a mac down the line.

Ahh I found it, blocked the app itself in windows firewall
