Assign Effect to Layer by Midi

hi there,

i was wondering, if there´s a way to assign just a MidiNote to "Apply Effect to Active Layer".
The Keyboard Shortcut for that function is "CTRL"+ Assigned Key and , as i find this not too practicable at all, i was wondering if there would be a Midi-Replacement for that. For now it seems, that you have to press "ctrl" + Midinote, which I really find a little annoying and perhaps even useless.
I really don´t understand, why there is just one shortcut (+ctrl) for assigning effects to layer and/ or global slot.
