What are the best video cards to use and any advice on processors would also be good. Is faster always better?
Currently, I have a half gig celeron and a texas instruments capture card. I mainly use it for editing on Premiere which it can just about handle (As long as I don't get too complicated) If I do, it slows to a crawl.
I've just descovered Resolume which looks like an answer to my prayers but the video slows right down again when I use 3 layers. Will a 2.5 to 3 gig processor make a huge amount of difference?

most of the processing in Resolume is done on the graphics card, so if you want fast realtime performance, get the best card you can afford. Premiere uses CPU and RAM, so if you want super fast premiere, get a fast CPU. If you want both - spend lots of money

As far as graphics cards go - i personally favor Matrox - i currently use a G550, hope to upgrade to a Parhelia sometime. Can't speak much about geforce cards, but i know some people have success with them.
