Save global key mappings ... is this saved with a composition?

Is there a way to set up a key mapping so it applies universally (as in R2.41) without having to set it up individually for each composition?

e.g. to emulate some of the R2.41 key mappings such as F1-F3 to select layers, and <Alt>F1-F3 to clear layers?

The key & midi mappings that always work is the contectual mappings, you can save and load those in the preferences.

The direct midi and key mappings are stored per composition.
