sign midi in every layer dashboard

I still use avenue 3.1.3 but I have a problem. I want to program my bcr2000 in each layer for the dashboard knobs. But when I do that then layer 1 is the only one that is programmed. How do I sign each knob in every layer?

Switch the focus from layer to deck, in the bottom left of the interface when you're in Application mapping mode.
