Transitions not working

Can anyone tell me why the layer transitions are disabled when the "Disable global effects and blend modes" is selected...seems a bit weird?

I would imagine because transitioning between clips like that is some sort of effect. Albeit small, but an effect nonetheless which gets disabled along with everything else.
