Layer solo does not affect audio of other layers on load

To recreate save a composition with a layer set to solo.
re-open, you see the layer has solo enabled,
place a clip with audio (or just audio) in one of the other layers, and play it.
the video does not show, but the audio does play.
disable, re-enable solo of the layer the audio is muted.
